The Internal Revenue Service (IRS) has announced its intention to significantly increase audit rates for high-income earners, using funds provided by the Democrat-backed Inflation Reduction Act of 2022. The agency plans to raise audit rates by 50% for taxpayers earning more than $10 million annually, from 11% in 2019 to 16.5% by 2026. This move has sparked a heated debate about the fairness of the tax system and the role of the IRS in enforcing tax laws.
Tripling Audit Rates for Large Corporations

In addition to targeting wealthy individuals, the IRS also plans to triple the audit rates for large corporations with assets exceeding $250 million. Business partnerships with assets over $10 million will see a tenfold increase in audit rates over the next seven years. Despite these substantial increases, the IRS maintains that audit rates will not surpass the levels seen in 2010, citing the growing complexity and number of filings by large corporations, partnerships, and wealthy individuals.
Republicans Push Back Against IRS Funding

The IRS’s plans to ramp up audits have drawn criticism from Republicans, who worry that small businesses and middle-class taxpayers could become unintended targets. In response, Republicans have made several attempts to reduce the agency’s funding, which was bolstered by the Inflation Reduction Act. However, IRS Commissioner Danny Werfel has repeatedly assured the public that audit rates for households earning less than $400,000 per year will not exceed the record-low levels of 2018.
Hiring Spree and AI Implementation

To accomplish its goal of increasing audits, the IRS is embarking on a hiring spree, bringing in accountants, engineers, economists, data scientists, attorneys, and tax experts to handle the complex audits. The agency has already added 11,000 full-time positions since 2022 and plans to hire an additional 14,000 employees by fiscal year 2029.
Advanced Technology

The IRS is also investing in advanced technology, such as artificial intelligence, to help select businesses for audits. These efforts have already recovered $520 million from millionaires who have failed to file their taxes or pay their tax debts.
Improving Taxpayer Services

Alongside its focus on audits, the IRS is using the Inflation Reduction Act funding to modernize taxpayer services. As a result, the agency answered 1 million more calls during this tax season compared to the previous year and served more people in person at Taxpayer Assistance Centers nationwide.
Improved Tools

The IRS is also working on digitizing its 1 billion pieces of paper and improving online tools like “Where’s My Refund” to provide taxpayers with more real-time information about the status of their tax returns.
The Battle Over IRS Funding Continues

Despite the IRS’s efforts to improve services and enforce tax laws more effectively, the battle over the agency’s funding continues. Republicans have successfully negotiated a $20 billion cut to the IRS’s Inflation Reduction Act funds as part of a deal to address the debt ceiling and avoid a US default. Commissioner Werfel has warned that further cuts to IRS funding could jeopardize the agency’s ability to maintain its current level of phone service and modernize its systems.
Striking A Nerve

As the debate over the IRS’s role and funding rages on, one thing remains clear: the agency’s plans to increase audit rates for the wealthy and large corporations have struck a nerve in the ongoing discussion about tax fairness and enforcement in the United States. Only time will tell how these changes will impact the tax landscape and the public’s perception of the IRS’s effectiveness in ensuring that all taxpayers, regardless of income level, pay their fair share.
